Better because the obstructions have been removed.

But to answer your question directly:
For NA, you can modify the Port Velocity equation to get a rough idea of the intake tract velocity:
Port Velocity:
Pvel=(Ps/60)x(B^2/Ap)
where Pvel= Port Velocity in Feet per Second
Ps= Piston speed in feet per minute
B= Bore diameter in inches Squared
Ap= Area of port in Square inches
(reference Engine Airflow by Harold Bettes, page 14)
Modify to determine intake tract flow:
Multiply the bore diameter squared by 6
Determine the duct area and multiply by 2
Multiply the result by an efficiency factor to accomodate lengths, turns and internal obstructions.
That should get you a pretty reasonable rough number without testing.
For Turbo, you could probably have to just rely upon testing to determine intake tract velocity, although I'm sure someone has an equation to do it... I don't have it at my fingertips right now...
